For those who don't remember one of the worst airline disasters of all time:

In 1988, terrorists put bombs on Pan Am flight 103. The bombs exploded as the jet flew over Lockerbie, Scotland. All 259 people on board were killed, as well as 11 people on the ground.

The terrorists were caught, and they're going to trial eventually. The trial proceedings themselves are a mess.

Thus the Lockerbie/ (Bet)PanAm reference, e.g. the poster is saying that the sportsbook is headed towards disaster with "Chester" in charge of the lines.
